Q: Is the mount adjustable on the pole?

Not vertically, the pole has three sections, I have left one out to lower the height to better fit my needs, that's the only height adjustment. Conceivable you could leave out two sections which would eliminate room for the shelf and depending on TV, it might drag on ground. If you look at my review you can see how it looks with one section missing,

Q: If I move the tv mount down,does the tube stick out at the top or does it also come down and go into the bottom tube?

The tv mount is attached to brackets on both sides of the mount. So if you have the tv mounted low the brackets, the brackets, not the tubing, may show. All depends on how big your tv is. I have a small 27” mounted in the middle & brackets show about 6-8” on both sides. If your tv is larger then they might not show too much. Hope this helps. I love mine. Very sturdy and rolls around the room easily as needed.
