Q: Can i put a 30lb shih tzu in this bag?

This bag has carried heavy soda bottles but not sure about 30 lbs. Six bags of 5lb of sugar would equal to 30 lbs and not sure there would be enough room for a dog of this size or if the straps would hold up.

No clue. No tag anywhere. Don't remember any info in its packaging, either.

Q: Can you put an iron-on image on the flat surface? Would it stick?

Yes, iron-on should work. It's cotton ducking and should be able to withstand the heat process. There is a large flat pocket on one side, and plain on the other side.
